    "content": "When you look at the Budget that we pass in this House, the money that goes to the Ministry of Interior and Coordination of National Government is so much. It perturbs when you realise the same Ministry cannot afford insurance and other bills. I know they are trying to build police quarters but, if we are serious, it is not enough. The President alluded the other day that we have met the international threshold of one policeman to 400 or 500 people. We cannot keep on employing police officers. I know we are even recruiting them now. We cannot keep on recruiting them without addressing where they will live and how they will be deployed. The Police Force is always ranked number one in corruption. We should address why they are susceptible to corruption. Sometimes, people are pushed to the wall. We are the people who corrupt the police because of their backgrounds and living conditions. They are human beings. Someone has said most of us are corrupt. Police officers end up being tempted and that is why, when you talk of a policeman, you think of corruption.
