    "content": "the Internally Displaced Persons (IDPs) in the initial plan. It came up after we realized that there was serious need for the land to be bought. So, it should be removed from the minds of hon. Members and the public that from the beginning we planned to buy land but we were unable. We finished the first phase of our assignment which was to take the IDPs back to their land. However, it emerged that those who were taken back to their pieces of land had bought parcels of land with the little money that the Government gave them and their condition was deplorable. So, the Government embarked on buying land for them early this year. The problem that we are facing now is that most of the land that is purported to be sold is not genuine. However, we put in place a committee to look into that matter in order to fast-track the process. We hope that we will finish it by the end of December and if we delay, it will just be by a small margin. I hope to report the progress by the end of December. Indeed, there is a Committee of the House which will be working with this Ministry and I am sure that they will appreciate the effort that we have made."
