    "content": "(Sen. (Prof.) Kindiki): Thank you, Mr. Speaker, Sir. I beg to move:- THAT, the County Allocation of Revenue Bill (Senate Bill No. 2 of 2017) be read a Second Time. Mr. Speaker, Sir, I want to take this opportunity to thank those who helped us reach this stage, especially our Members of the Mediation Committee between the two Houses. They helped us finish with the Division of Revenue Bill and as such, we will be able to pass the County Allocation of Revenue Bill. I know we are time constrained, we will have an opportunity to ventilate on this Bill during the Adjournment Motion. I want to kindly urge Members to allow us pass this Bill through all the stages. For those of us who may wish to stay on, we are willing to extend the debate time so that Members can have time to discuss anything including issues concerning the County Allocation of Revenue Act (CARA). With those few remarks, I request the Deputy Leader of Minority Party, Sen. Abdirahman Hassan, the Senator of Wajir County to second the Bill."
