    "content": "Mr. Temporary Speaker, Sir, as the Senate Majority Leader said, I was proud at the very beginning of our term when we were faced with a great challenge which went to the root of our legislative power under the Constitution. Had that issue not been handled in the manner that it was, we would have forever remained a lame duck Senate to consider only the County Allocation of Revenue Bill for the rest of the year. I am glad we all united, irrespective of parties and our opinions, and we challenged that by going to court to seek an advisory opinion on the matter and the court made a landmark ruling which has given guidance to us in the conduct of our affairs. I am quite sure that it is as a result of that ruling that Bills began being referred to us from the National Assembly and we considered the same."
