Deputy Chairman, I beg to move: THAT, Standing Order No.121 be amended by— (a) inserting a new paragraph and renumbering accordingly— (2) Whenever any question arises as to whether a Bill is a Bill concerning county governments, the Speaker shall determine whether the Bill is a Bill concerning county governments and, if it is, whether it is a special or an ordinary Bill. (b) inserting the following new paragraph immediately after paragraph (2)— (3) Pursuant to Article 110(3) of the Constitution, the Speaker and the Speaker of the Senate may agree on an appropriate framework for jointly resolving the question under paragraph (2). This is basically to create a better working relationship between the speakership of the both the Senate and the National Assembly in terms of resolving Bills concerning counties."
