"content": "Hon. Deputy Chairman, I beg to move: THAT, Standing Order No. 174 be amended by deleting paragraph (1) and substituting therefore the following paragraph— “(1) In nominating Members to serve on a select Committee, the Committee on Selection shall ensure that— (a) the membership of each committee reflects the relative majorities of the seats held by each of the parliamentary parties in the National Assembly; (b) no two members of the House Business Committee serve in the same Departmental Committee; (c) (c) so far as may be practicable, at least one independent member is nominated to serve in the Special Fund Accounts Committee; and (d) majority of the members of the Public Accounts Committee, Public Investments Committee, Committee on Implementation and the Special Fund Accounts Committee are drawn from parties other than parliamentary parties forming the national government. The justification is that the amendment seeks to reduce the multiple memberships of members to committees, which leads to lack of quorum as members have a competing need to attend more than one meeting taking place within the same period. It is expected that the amendment will also improve the efficiency of committees."
