"content": "Hon. Deputy Chairman, I beg to move: THAT, Standing Order No.216 be amended— (a) by inserting the words “and mandate” immediately after the word “Appointment” appearing in the head note. (b) in paragraph (5) by inserting the following new subparagraph immediately after subparagraph (f)— “(fa) examine treaties, agreements and conventions;” (c) by inserting the following new subparagraphs immediately after subparagraph (g)— “(h) make reports and recommendations to the House as often as possible, including recommendation of proposed legislation; (i) consider reports of Commissions and Independent Offices submitted to the House pursuant to the provisions of Article 254 of the Constitution; and (j) examine any questions raised by Members on a matter within its mandate.” (d)by inserting the following new paragraphs immediately after paragraph (5)— “(6) The Leader of the Majority Party shall, in consultation with the Speaker, determine order in which Cabinet Secretaries shall appear to answer questions raised under paragraph (1)(j) before a Committee. (7) The Speaker may, on request of the Leader of the Majority Party vary the order in which questions raised under paragraph (1)(j) shall be disposed of in a Committee, or defer a question scheduled to be responded to.” The justification is that we are giving more additional functions to departmental committees like examining treaties, agreements and conventions; and, make reports and recommendations to the House as often as possible including recommendation of proposed legislation. They will also consider reports for commissions and independent offices submitted to the House pursuant to provisions of Article 254 of the Constitution. The last is to examine any question.
