    "content": "The justification is that the amendment seeks to provide the presentation of Budget Estimates and the committal to Committees. The Budget Estimates shall stand committed to each departmental committee to consider and make recommendations to the Budget and Appropriations Committee within 21 days. I think there is now a specific date of 21 days upon being committed to various departmental committees."
