    "content": "(5) A person shall be summoned to appear before the House under this Standing Order only if— (a) the purpose of the summons is not to consider a matter which is already a subject of consideration by a Committee of the House; or (b) the person has been previously summoned to appear before a Committee of the House but has failed or declined to appear before such committee without lawful cause. 256A has to do with extension of period prescribed. The new Standing Order No.256B is on summons by the House."
