    "content": "Four, to report at least once every three months, to the parliamentary select committee on: 1. the progress in the implementation of the Constitution; 2. any impediments to the implementation of the Constitution; and, 3. exercise such other functions as are provided for by the Constitution or any other written law. Mr. Speaker, Sir, Section 7 of the Commission for the Implementation of the Constitution Act, 2010 states that the qualifications of the chairperson and members of the commission as follows; Section 7(1) provides that a person is qualified for appointment as the chairperson or a member of the Commission if such person is: (a) a citizen of Kenya; (b) is the holder of a degree from a recognized university; (c) has knowledge and experience and has had a distinguished career of not less than five years in but not limited to any of the following things: law, public administration, economics, human rights or government; (d) that candidate meets the requirements of Cap.6 of the Constitution that speaks to the issue of leadership and integrity. Mr. Speaker, Sir, Subsection (2) of that Section 7 of the Act provides that the chairperson of the Commission shall be a person who is qualified to hold the office of judge of the supreme court under the Constitution.
