    "content": "I would wish to confirm that we deliberated at length over the nominees who were provided. They are Kenyans of good repute and standing. We, as a Committee were very mindful of the provisions of Chapter 8 of the Constitution on consequential legislation and specifically, Section 261 that requires us to legislate within given times as provided under the Fifth Schedule. Mr. Speaker, Sir, I would like to note that I know Members have raised concerns and given the ruling that the Chair has made especially in relation to the issue of Interim Independent Boundaries Review Commission (IIBRC) Report, I would want to say that should we not be able to finish in time, we are allowed by the Constitution to raise two- thirds majority.
