You would have raised it in a manner that the Mover was perhaps misleading the House in emphasizing in his contribution that the Committee had complied with the Constitution when in fact it did not. However, the Mover has already concluded his address to the House. So, again, you are caught with what I would normally refer to loosely as the doctrine of laches . You are raising the matter after the horse has bolted. So maybe you can capture that in your own contribution."
