Temporary Deputy Speaker, with regard to the Motion before the House, I have heard the Chair of the Health Committee complain about having devolved Kshs64 billion out of the total Kshs98 billion allocated to the Ministry Health for obvious reasons. The people of Kenya decided to devolve the function of health. If you read the Fourth Schedule of the Constitution, you will realize that most of the health functions are actually devolved to the counties. Health centres and dispensaries, including pharmaceuticals, distribute drugs to health facilities.
