    "content": "The Council made a very detailed presentation to the Budget and Appropriations Committee, in which I sit. From the presentation, it was very clear that they were very much aware of the programmes they want to implement. On the basis of that presentation, I thought it would be very important for them to be given the money because they will start implementing their work plan, which they shared with us, as a Committee. The only challenge we had with the Council at that time is that it looked like they did not have a Ministry that had given them a Vote Head for their money to be released. Therefore, this group needs to be supported."
