    "content": "Mr. Speaker, Sir, I support the Motion. Mr. Speaker, Sir, I wish to make one key clarification as far as the Constitutional requirements for regional balance, as far as the Commissions are concerned. The clarification is that the regional balance is a constitutional requirement taking into account the totality of the Commissions and not any single Commission. In other words, there may be regional imbalance in a particular Commission, but so long as the totality of the Commissions and independent offices have regional balance, they meet the Constitutional criteria.
