    "content": "letter on 27th May, 2013 agreeing to upgrade their salaries. Since it is a very important Commission, we agreed to increase their salary as per the SRC. The Kshs3 billion that we are reducing to Kshs2.75 billion was an addition that we gave to tourism and industrialization. In effect, we are not affecting any budget of any of the two votes. So we have agreed that we give them that money so that they can pay the salaries. We also agreed that they have an office block they are putting up which had not been allocated money and it is due for completion any time in the next financial year. That is why we agreed, as a Committee, to approve the amendment. I also want to second the second amendment which is money that we are going to allocate to the energy sector. We have all agreed that if we want to industrialize this country, we need energy and that is why the Chair of the Budget and Appropriations Commission agreed that we give Kshs1 billion to the GDC, Kshs1.34 billion to the REA, Kshs700 million to the KETC and Kshs300 million to the Solar Project under the Ministry of Energy. That is why I am seconding and agreeing that these are very important amendments. Thank you."
