    "content": "Hon. Temporary Deputy Speaker, Sir, I was saying that Malaysia, which has a population of 23 million people and very few tourist resources, receive 26 million tourists a year. It has created 2.5 million jobs in that sector alone. So, if we were to concentrate resources in those areas; if we were to concentrate resources in our infrastructure, we will not go far. Unless, we handle the issue of our railways and airports to become a transport hub in East Africa, we will not develop. For example, we need to create a commercial airport in Kisii County as it has been proposed. We need to create a free port in Mombasa and create jobs that way. We must increase the Constituencies Development Fund (CDF). I am surprised that we did not increase it to 5 per cent. The CDF is a very effective method of devolved services to our people. So, I wish we could find enough funds so that we could devote 5 per cent of our Budget or revenues to CDF. I want to thank the Committee on Finance, Planning and Trade which I understand saved a further re-allocation of Kshs11 billion.
