    "content": " Hon. Members, I have a Communication to issue relating to the procedure to follow when we are electing the Speaker of the National Assembly and the Deputy Speaker. First, I wish to confirm that the House is properly constituted because we are required to have the quorum which is 50 Members. Obviously, looking at the Members seated and from our own counting, I can confirm that the House is properly seated because there is a quorum of 50 Members."
