Cheruiyot to mislead this House that the report of the Committee on Finance, Commerce and Budget was not approved whilst the correct position is that before a Paper is laid before the Senate, your office confirms first that the appropriate signatures are on that report, quorum had been attained in the Committee on Finance, Commerce and Budget, and the Speaker then seated here, would not have approved and allowed that document to be tabled here and go a step further to be discussed across the political divide where we condemned the actions of the governors of misappropriating resources?"
