    "content": "Thank you, hon. Temporary Deputy Speaker. I stand to support this Motion strongly. If you look at this country’s history in terms of formulating policies and legislation, I think we are very strong and we will score very high. There are many great legislations and policies lying everywhere but we are very weak in implementing them. Under the circumstances, regarding this Motion, Kenya has fallen short of the implementation performance.
