Speaker, I beg to move the following Motion: THAT, the thanks of the House be recorded for the exposition of public policy contained in the Address of the President delivered to this House on Tuesday, 12th September 2017. Hon. Speaker, the institution of Parliament is one of the fundamental building blocks of the State of Kenya. Apart from being one of the three arms of the Government, Parliament is the expression of the sovereignty of the people and the vitality of our Constitution and democracy. Members of the National Assembly are the representatives of the people and, within the reading of Article 1 of the Constitution they have delegated powers to represent the people of Kenya in their single member constituencies and in the county women representation.
