"content": " Hon. Deputy Speaker, I thank you for indulging me. He gave me the opportunity because I have an appointment with a doctor. I also join my colleagues in congratulating you for your appointment. I also congratulate my colleagues for the great honour that has been bestowed on us by the Kenyan people. It is very hard now to give a maiden speech when we have a side that thinks that belittling His Excellency the President gives them honour. In the present prevailing circumstances, there is no vacuum in the position of the President. Article 142 of the Constitution spells out clearly that the President remains a substantive President from 2013 through to 17th October when he is re- elected until the day he is sworn in. Hon. Deputy Speaker, my understanding is that in that occasion, two things will happen instantaneously. He will cease to be president and be sworn in as President. So, it is a matter of hallucinations on the part of our colleagues to keep thinking that the presidency can be created at a rally in Kibera. They cannot make themselves president, ferment treasonable acts through those public rallies in Kibera and Huruma, disgust Wanjiku, dysfunction and slow the economy of the country just because they are spenders but not producers."
