"content": "I honour my father, Japheth Galagati Shamalla, who represented the people of Shinyalu in this august House. With regard to the President’s Speech, we are assured when he tells us that all arms of the Government are intact. Indeed, they are. He is the Head of the State and Government, and the Commander-in-Chief of the Kenya Defence Forces. He has assured us that, indeed, everything is intact. The Constitution never envisaged a situation where there would be a lacuna. I commend the President’s remarks on devolution. The Constitution of Kenya, 2010 was inactive in that year. It is the 11th Parliament which delivered and entrenched devolution. We recognise that all sovereign power, which belongs to the people of Kenya, is exercised at both the national and devolved levels. Any call for nusumkate or nusu nchi is unacceptable. In fact, any attempt to form a government that is not in compliance with the Constitution is unlawful. I also thank the President for acknowledging that we must increase the number of women in national leadership. I pray for this country as we sit in the 12th Parliament, because the destiny of this nation is, indeed, great."
