    "content": "The President also appreciated the role played by the 11th Parliament in terms of the effectiveness with which they passed Bills related to devolution. I must commend them because I was in the first county governments and I know what devolution has done for the people of Kenya. On security the President said, and I state, “For my part, I know my most serious obligation is to sustain and protect the peace and security of all our people without exception.” Where there is no peace and security, there is no nation. Therefore, Kenyans must appreciate that without security nothing can work. The people of Mandera have faced very difficult times with regard to insecurity. I want the Government to come up with actionable points on what it intends to do with regard to border security. We need more effort in making sure that the security of northern Kenya is guaranteed by the State. The President also put on notice hate mongers.
