    "content": "The 11th Parliament which I was privileged to be part of did a lot to implement the Constitution and entrench devolution. However, there is still a lot to be done in our various counties. The governors and those who have been elected to county assemblies should take devolution seriously. They should use the resources that are allocated by this House wisely."
