    "content": "On a point of order, Mr. Deputy Speaker, Sir. The hon. Prime Minister has said that the law was different when the Cabinet was formed. The Public Officer Ethics Act and the Anti-Corruption and Economic Crimes Act were both in existence when the Grand Coalition Government was formed. I said even then that the Cabinet was formed in contravention of the law. Is it in order for the Prime Minister to mislead Kenyans that the fact that some people in the Cabinet do not pass the test in Chapter Six, it is because the Constitution had not been passed when it is quite clear we had laws in existence? These laws have been ignored and continue to be ignored."
