"content": "This approval came through a memorandum to your office on 3rd May 2016 and pursuant to Article 27(2) of the Treaty, the Cabinet Secretary for Foreign Affairs and International Trade requested this House and more specifically requested the National Assembly. I want to inform the new Members that this is the only House that has the powers to ratify a treaty. You should know the difference between the Senate and the National Assembly. So, the ratification of any treaty from the Ministry of Foreign Affairs and International Trade and the Executive can only be done by the National Assembly. That is why the approval of this House is required today to ratify the Nile Basin Cooperative Framework Agreement and give directions to the Ministry to deposit the instruments of ratification with the African Union. We want to do it better in the 12th Parliament as a majority coalition. I want to ask our Members that every time they get the Order Paper and pick on any Bill or Motion, please, they should pass by my office and get the required reports to come and debate in the House. We want to serve the people of Kenya. We do not want to serve, as the Speaker said earlier, people who are not recognised by the Standing Orders."
