    "content": "Thank you, Hon. Speaker. I rise to second. So far, there have been three treaties regarding the Nile Basin, namely, the Nile Treaty of 1902, the Nile Treaty of 1929 and the Nile Treaty of 1959. Kenya signed the CFA on 19th May 2010 and in view of the Regional Integration Committee that was tasked to do this Report, there is every advantage for Kenya to ratify this CFA in respect of sharing water resources across the region. So far, six countries have signed this Agreement. Kenya is one of the countries that really require water as a resource for its socio-economic development; I, therefore, wish to urge the House to ratify this CFA. It is also important to note that Article 39 binds the National Assembly to pass this Agreement without any reservation."
