    "content": "I know that a lot of effort was made by those who were heading the water docket. Some hon. Members have mentioned Hon. Martha Karua. It became impossible for Kenyans to utilise waters from rivers flowing into the Lake Victoria Basin for irrigation and development of areas that those rivers transverse. I am very pleased this afternoon as I contribute to this Motion because I know the ratification of this Agreement will help us access some of these benefits. Some Hon. Members who spoke before me talked about the skewed nature of the previous agreement.
