    "content": "I was also looking at the Article about equitability in terms of sharing this natural resource. To use a better example that is closer home, we have rivers in our country that traverse a number of counties. Do we have laws that govern the usage of the waters from those rivers so that one county or constituency does not use the water for irrigation at the expense of another county or constituency? In as much as we agree that we should adopt this document – it is well prepared - we should borrow its contents and use them in other areas of our economy."
