    "content": "It is a fundamental right for every citizen to enjoy water from whatever source, and especially from rivers that traverse counties. I would thus urge my county assembly of Tharaka Nithi to come up with a framework similar to this law which we are domesticating today and possibly take it to the counties of Embu and Meru for ratification. We can then have a framework which the three counties can use as regards water which serves my constituency of Tharaka. With those few and many remarks, I support the approval of this cooperative framework agreement and it should be executed by our republic to form part of our domestic laws. I beg to support."
