    "content": "The requirement and responsibility of ratification of international treaties, protocols and agreements is squarely bestowed on this august House by Article 2 of the Constitution, as read together with Section 8 of the Treaty Making Ratification Act of 2012. Having said that, the Protocol before us is one that seeks to, among other things, streamline and harmonise the general operations of the East African Community (EAC). The protocol acknowledges the current functions of the East African Court of Justice and limitations of its jurisdiction after the adoption of the EAC protocols, common markets, custom unions and monetary unions. Therefore, there is need for the extension of the jurisdiction of the court to include trade and investment that fall under the above already ratified protocols."
