Members, a question has been raised this afternoon in my office with regard to whether the Election Laws (Amendment) Bill 2017 (National Assembly Bill No. 39 of 2017) is a Bill concerning country governments and whether the Bill will be transmitted to the Senate for concurrence, if passed by this House. Hon. Members, Article 110 of the Constitution defines a Bill concerning county governments and outlines the procedure applicable whenever a question arises as to whether the Bill concerns county governments.
