"content": "This Bill is only trying to rise to the occasion following the judgement given by the Supreme Court in candid words - both the majority and minority judgements. Please, let us get and read the judgment by Njoki Ndung’u, Jackson Ojwang’, the Chief Justice and the others who were on the Supreme Court Bench. The majority judgement stated that Parliament must rise to the occasion and make certain changes to the laws which govern elections. The problem we have is about transmission. I really want to tell the country that I am only supposed to move a Procedural Motion. This Bill is saying let the two systems, electronic transmission and manual, move concurrently. Let us live stream. It is saying that the Chairman of the Independent Electoral and Boundaries Commission (IEBC) will ultimately and must physically receive the Forms 34As and 34Bs for him to announce the winner. That is what this Bill is saying. This Bill is saying: If a Presiding Officer (PO) or a Returning Officer (RO) plays mischievously and falsifies or alters an election document, he should be liable to five years imprisonment. That is what this Bill is saying. It is not talking about the Supreme Court. I was very happy when the Chair of the IEBC yesterday said: “Let us have a hard copy of the Bill.” Let us not play propaganda legislation. I am happy today, once we read this Bill, it will become a public document."
