"content": "Is Hon. Wamalwa in order to use the Floor of this House to reach to his leaders so that he can maintain his position as the Deputy Whip of the Minority Party? I have a lot of respect for him. He was one of the Members of the 11th Parliament and my good friend. Is it in order for us to reduce the publication period so that we subject this Bill to public participation in accordance with Article 118? That is what we are saying.
