    "content": "The Motion only seeks to avail the Bill to Kenyans who might be interested in discussing it, by giving them time to discuss it. In the case of an ad hoc Committee, we are doing it simply because my friend Hon. Junet has not advised his boss to allow his party to participate in the formation of committees. They are the ones who have not presented their names. We cannot hold this House hostage because of the whims of one or two people in this country. This House must rise up and represent the people who have elected us and make legislation for Kenyans. Those bosses can do their own thing, but we must do what we are supposed to do for Kenyans."
