    "content": "Thank you, Hon. Deputy Speaker, for this opportunity. In the Order Paper, if you look at the Memorandum of the Election Laws (Amendment) Bill, you will notice that it is by Hon. William Cheptumo, who is my good friend and my senior in the legal profession. This is a Majority Party sponsored Bill. Would it not have been in order for this particular Bill to have originated from the Leader of the Majority Party? As far as I know, that should have been the order. The paragraph above states that they are not concerned with the counties, but the truth is that this law concerns counties. We are looking at the possibility of by-elections for the positions of Member of County Assembly, governors and Members of Parliament. In this House only, we have over 50 election petitions."
