    "content": "Thank you, Hon. Deputy Speaker. As I second this Motion, I want to emphasise the fact that we are doing it within our Standing Orders. Standing Order No.218 allows for the formation of a Select Committee or an a d hoc committee whose mandate will just be within what the House will approve. Because it is a requirement that every Bill must be processed through a committee that will act as the bridge between this House and the public when they are doing public participation, and because we are yet to form the substantive committees, this is the right way to go. It is within our Standing Orders that an ad hoc committee be formed to look into this very important matter and report within the days that have been specified; that is, on or before 10th October 2017. Supplementary Estimates, which is the mandate of this Committee without going into the details of that Bill, is in accordance with Article 223 of the Constitution. If you allow me to just quote sub-clause 1(a), it says: “the amount appropriated for any purpose under the Appropriation Act is insufficient or a need has arisen for expenditure for a purpose for which no amount has been appropriated by this Act.” The electronic version of the Official Hansard Report is for information purposesonly.
