    "content": "I think it was a little bit premature to devolve health as a function. Health has crumbled and deteriorated in the hands of governors. The idea to devolve it was a bit premature. You could ask yourself what would happen if the function of security was devolved. We would certainly be faced with chaos. There would be nepotism, tribalism, political correctness and so on. You know sometimes governors are small gods down there."
