    "content": "Mr. Temporary Deputy Speaker, Sir, I would like to let the House know that as we speak, the Ministry has already issued a circular to all the local authorities, that they are not allowed to transfer any land whatsoever, especially during this transition period that we are going to be moving from the current regime to the county government regime. So, we have stopped. The local authorities have the circular. So, any Town Clerk, or any public officer within the local authority who will be involved in the transfer of an asset, knowing very well that there is a circular stopping all land transactions, will be punished severely.
