"content": "I support the amendment by the Committee. I thank them. It is because there are certain functions of the IEBC – one of them being the one that deals with the electoral code of conduct and the enforcement committee. All those sections of the IEBC must be chaired by a lawyer of the status of an advocate of the High Court. That is the genesis of the reasons the Committee decided to amend or do away with the provision which is in law. There are people out there who are saying that we are removing this amendment to send Mr. Chebukati home. I want to tell them that this House makes law and does public participation. The Chair of IEBC appeared during the public participation. The Commission in its wisdom wrote a document to the Committee. It is imperative that among the seven commissioners including the Chair, at least, one must have a legal background. That is the essence of the amendment. We will leave it the way it was in the previous Independent Electoral and Boundaries Commission (IEBC) Act, 2016."
