    "content": "THAT, Clause 8 of the Bill be amended in the proposed amendment to section 44A by deleting the word “may” and substituting therefor the word “shall”. It is good to give justification for the proposed amendment. Section 39 provides for both electronic and manual transmission, of course, through the physical delivery of the forms containing the results. It is, therefore, necessary to make it mandatory for the IEBC to set up a complementary mechanism to ensure that no eligible voter is left out of voting. It is critical. It is a constitutional right and requirement for very Kenyan to have a chance to register as a voter."
