    "content": "Provisions Act, a form prescribed by this Act or the regulations made thereunder shall not be void by reason of a deviation from the requirements of that form, as long as the deviation is not calculated to mislead. The rationale is that it is necessary to amend Section 83 of the Elections Act to provide that for an election to be invalidated, a petitioner must prove that there was non-compliance with the written law and the Constitution and that the non-compliance substantially affected the results of the election. This is a very important provision. It is, therefore, necessary for this House to propose an amendment so that whoever wants to go to court to challenge elections must prove the two aspects of this provision; that there was non-compliance to the law in the Constitution that actually substantially affected the election. Those two conditions should be proven by a petitioner going to court. Therefore, that is the basis of this amendment to the Bill."
