"content": "Ministry of Higher Education, Science and Technology to explore the possibilities of upgrading Garissa Teachers Training College to a constituent college of Egerton University. The Ministry has, therefore, written to the Commission for Higher Education and the Government body responsible for establishment of universities to inspect Garissa Teachers Training College for the purpose of assessing its readiness for upgrading to a constituent university college. So, my Ministry is also liaising with the Ministry of Education for concurrence and the report will be ready within two months. (b)The Government has put the following measures in place to enable people from North Eastern Province get access to university education. (i)The Joint Admissions Board (JAB) applies affirmative action for intake of students from arid areas to public universities. The affirmative action covers 22 arid and semi-arid districts in our country. The Kenya Certificate of Secondary Education (KCSE) candidates from the arid and semi-arid districts join public universities with qualifications between one to five points below the national cut-off mark every year. This rule is applied when the number of candidates from Arid and Semi-Arid Lands (ASAL) areas is less than the percentage of the total number of candidates admitted to public universities in any year."
