    "content": "Hon. Chairman, in totality, the purpose of an election is for the voice of the voter to be heard. During the day of voting, you may have careless election officers who might decide not to stamp some ballot papers or twist some things. It is upon us now to correct that issue and provide a condition that the outcome in totality must substantially affect the results for an election to be invalidated. If not, a technicality should not be what we are looking for. We should look for the substance. I thank the Chairman and the Committee for having brought this amendment."
