    "content": "At the outset, I want to support these amendments. Initially, I think the penalty was lenient because it was talking of three years and a fine of Kshs1 million. Raising it to Kshs2 million or a five-year imprisonment will make it punitive and deterrent on the part of presiding officers or returning officers not to interfere with the process. So, this amendment is good."
