    "content": "Hon. Temporary Deputy Speaker, let me inform my fellow hon. Member that this is a national project. It is not a county government project. It was launched by His Excellency the President. He should not say that just because Turkana County is getting Kshs11 million, they should take up a role that is supposed to be undertaken by the national Government. I am talking about the national Budget and not the county budget. Hon. Temporary Deputy Speaker, on the issue of education, every presidential aspirant promised to give free education to Kenyans. Now we cannot say that this money has been given by the Jubilee Government. Even if Hon. Raila would have won, this money would still have been allocated to the Budget. Also, from all the projects that we have seen, most of them have favoured particular areas. You are developing areas that are already developed. You are building stadia in areas where such facilities already exist. Why can we not challenge ourselves and have equity in all the counties so that we can have development balanced in this country?
