    "content": "Allow me also to talk about cash transfer. If there is one thing that this Government has done that will transform this country, it is this programme where the elderly are given money by the Government. In our constituencies, every now and then we are called for a medical harambee or for a medical fundraiser. The one thing that will really help to take care of these old members of our society is this subsidised insurance proposed in this estimates. This will be a life changer. I hope we implement it as soon as possible."
