    "content": "Mr. Speaker, Sir, other agencies that also have their boats within the lake, include the Kenya Revenue Authority (KRA), Kenya Railways Corporation, Fisheries Department, Immigration Department and Provincial Administration. All these have installed VHF radios for purposes of co-ordinating searches on the lake. Mr. Speaker, Sir, in terms of accidents, records indicate that in 2008/2009 boat accidents that were reported were four, caused by capsizing in the lake. In 2009/2010 the boat accidents reported were nine, also caused again by capsizing in the lake. The reporting of accidents has improved, again, following the sensitization of the residents by the KMA, which is also conducting more sensitization of operators on the lake, so as to enhance safety measures like the use of life jackets and avoiding of overloading of the boats, which has been identified as the main cause for boats capsizing. Mr. Speaker, Sir, also, there has been a marked change in the attitude of boat users, many of whom have started using life jackets. We believe that this decision will be enhanced to ensure that a safety culture is maintained. Mr. Speaker, Sir, I have also included in the Statement some draft regulations that are in the process of gazettement, so that hon. Members can appreciate the kind of thing that is coming to help regulate this sector better. Mr. Speaker, Sir, I wish to table this Statement for further use by hon. Members."
