    "content": "Mr. Speaker, Sir, as hon. Odhiambo-Mabona rightly puts it, actually, some of the people who perished stayed afloat for over three hours alive. She has cited actually the wife of one of my councillors who lost her life after swimming for three hours, coming out and dying on her way to the hospital. Mr. Speaker, Sir, the Minister has talked about a lot of various Government departments with boats and VHF radios. Could he confirm what all these facilities were doing when that boat capsized and people stayed afloat for over three hours and lost their lives?"
